[TopOfUtah] RFI Logan Landfill

I have a question for the North Utah birders: How do you bird the Logan
Landfill?  I've been just driving around it, trying to spot gulls from
outside the fence.  This works sometimes but usually I can't see any
birds actually in the landfill.  Does the landfill allow birders entry
to look for birds?  Is there a good spot inside to park where you can
scan the landfill without getting in the way?  What about when the
landfill is closed?  Please reply to the list because I know other
birders I've spoken with have been wondering the same thing lately.
