[reccom] RE: UBRC: proposed bylaws changes

I felt the idea of alternative voters was a good idea.  After reading Ron's post and thinking on it, I now feel his alternative to alternative voters may be better.  It seems much simpler.  Either vote more 'full members' and leave the required number of votes to move a record forward at 7, or we could leave the committee at 7 voting members and drop the number of required votes to 5.
