[reccom] Secretary Bird Records Committee

Hello all,

There is one other amendment to the bylaws I would like us to consider 
and that has to do with the secretary of the committee.  I have been 
racking my brain thinking of a good candidate to nominate for this 
position and I keep coming back to one of our voting members.  Is there 
a strong reason that the secretary could not also be a voting member?  
With a little change in the bylaws we could make this happen.

Please let me know what you think about this proposal.
