[reccom] Vote on Proposals and Secretary

It would be good to vote as soon as possible on the proposals and for the Secretary (3 of 7 have voted so far).  A secretary could be helpful with some on-going projects such as the UOS fall conference, the checklist, etc., and would need a little orientation before he could get up to speed.
