[reccom] Conditional Review List Proposals

Milt and others, I have enjoyed the discussions on species records outside
expected Utah ranges within Utah. While I like the idea of reviewing
exceptional records, I am concerned about the confusion it will cause
potential birders. I would like to propose a simplification to the review
system: If the species is significantly (maybe some other word) outside the
range maps in the Sibley or Nat Geographic (5th edition), then the observer
is requested to contact the review committee for an assessment as to
whether a record for review is desired. Yeah, these maps aren't perfect, but
they are at least widely available. Short of something like this, I think it will
get too confusing. We can mark potential species on the checklist (with a
single designation) or not, but would have verbage on the check list for all
species in general. What do the others think?
