Greetings,

Here's some more practical aspect stuff which might be premature, but I
think it's good to think things clear through, if possible, when
considering a major change like this.

I have another suggestion that might make the proposed system "user
friendly" (which I think should be big consideration).  I think it
might be good to have a Main Review List with statewide review species
and then a "Conditional Review List" where all of Mark's new additions
(and any changes) could be listed in taxonomic order. (A separate page
could be made to list them by area as Mark did in his proposal).  Here
are a couple of example pages:

And here's the "Conditional Review List" (which would correspond to the
"conditional review species" code on the state checklist i.e. "#*").
This page would have a link to the Main Review List also, so you can go
back and forth.

Anyway, this is a possible way to make it easy for a birder to find out
under what condition a bird needs to be documented.

Any suggestions or comments would be appreciated.
