[reccom] First State Record Criteria (Again)

Gents,

I'm going to kick a sleeping dog and bring up the issue of first state 
record criteria again. I'm dissatisfied with our bylaw criteria and think 
they don't provide us with the clear guidance we need. I've reviewed all of 
your archived messages from 2006 when you worked this issue; I understand 
your angst and that the topic was difficult on the first go-round.

I'll draft a proposal to get the discussion going again and will post after 
January 1st mercifully to allow our retiring members to avoid having to 
weigh in on this again. I'd also like to give new members the opportunity to 
understand the issue from the beginning of their terms. I have felt at some 
disadvantage not knowing the history of the effort to straighten out the 
bylaws on this topic until recently and don't want others to feel the same.
