Thank you for that. I was speaking in general terms about other proposals that have been made by various people in the last two years when I made my suggestions. I think your proposal for citing a specific portion of our bylaws to be amended (proposed) is a good one. Perhaps the Secretary might remind us of that route toward official change next time someone proposes clarification of the rules, guidance, etc.

There have been several changes to the bylaws (and other related
proposals that did not pass) relating to the criteria for acceptance of
"first state records," etc. here's the latest version at the end of
section IV.C.11
"Accepted records will be listed as either "verified with physical
evidence" or "accepted but not verified with physical evidence." First
state record submissions that involve only a single observer, may be
accepted as "hypothetical" and added to the UOS Checklist of Birds of
Utah as such. Species shall remain on the hypothetical list until a
record meeting the above criteria is accepted by the committee."
The committee can change the bylaws anytime if someone submits a
proposal for discussion and then for a vote (others can submit counter
proposals, etc. that can also be voted on). Even if you meat in
person, I think you have to come up with the wording, etc., and then
vote on it.
Two proposals that have been voted on but not incorporated into the
bylaws yet are listed at the address the Rick included in his email
(that I've updated now). Here's the address again:

The second proposal was voted on but there was discussion about
changing it immediately both by the original proposer and by others,
but nothing was forth-coming, so it remains in its present form and
kind of in a dormant state so to speak.
Anyway, if someone has an idea that would help the committee function
better, a good way to proceed would be to find the part of the bylaws
related to that subject and then submit a proposal to change that
section (or add a new one).
