[reccom] Articles for the UOS Journal

Milt, I like your idea of having more articles in the UOS journal related to bird 
sightings and records. However, I am not sure we should published accounts of 
species where the records are not yet reviewed, or not accepted. This is better left 
to the web page. I think the journal should report the best science we can 
produce, but limit speculation.
