[reccom] Bylaw Proposal Vote

It was decided to keep the bylaws the same rather than accept the two bylaw proposals.

The vote was:
    Proposal #1 (the "provisional" proposal)  - 2 to accept and 4 to keep bylaws the same
    Proposal #2 (new vote category)  - 1 to accept and 5 to keep bylaws the same
