[Birdtalk] Creation of a Rare Bird Alert

I've been in several states where Rare Bird Alerts are the norm. They function well alongside "regular" bird sighting postings/phone calls. I'm all for a Rare Bird Alert format somewhere. How about people getting together and campaigning for one? It would be a great idea.
