Pygmy Owls are easy to imitate.  I always just pucker my lips and whistle.  Listen to a recording so you know what they sound like. Getting birds to respond generally only works in pygmy owl habitat.  If you are down in the valley a western screech-owl call may work best.  Don't overly harass the birds, especially in the breeding season.
