Pygmy Owls are easy to imitate. I always just pucker my lips and whistle. Listen to a recording so you know what they sound like. Getting birds to respond generally only works in pygmy owl habitat. If you are down in the valley a western screech-owl call may work best. Don't overly harass the birds, especially in the breeding season.
Here is a link to a pygmy owl recording - http://content.lib.utah.edu/cdm4/item_viewer.php?CISOROOT=/wss&CISOPTR=485&CISOBOX=1&REC
