Hi Pat,
Here are the locations listed on the Utahbirds.org website for Carbon and Emery Counties.

Carbon County

Emery County  (There are only five locations list so far).

Price Canyon Recreation area is especially good, I'd say.  It's a beautiful place.  It's probably to early for some of the warblers that sometimes show up there (We've seen Grace's, Black-throated Gray and Virginia's Warbler in the past).  There are some of the "mountain birds" you'll see there too like Clark's Nutcracker, nuthatches and the like.  Here's a link to the PC Rec. Area page:
