Jessica,

Certainly a strange bird for where you were in the suburbs.  But There are
several possibilities.  One is an escapee form someone who has them for
whatever reason.  However, I don't think a wild bird would be that out
there.  There are Chukar all along the foothills, and you were south of
I-215 and pretty far east.  It is possible that this bird came down and
wandered to where it is.  This may seem strange, but imagine this bird
coming across the Old Mill Golfcourse and following the south facing slope
of I-215 to 2300 East... It's really not that far.
