[Birdtalk] What's appropriate for the BirdTalk?

I've had several people ask if I might do something to deal with the latest "flare-up" on the BirdTalk -- We're working on it.

I've been consulting with others on improving the guidelines for appropriate use of the listservs and we should have something to "publish" pretty soon.
