[Birdtalk] Help with ID

Hi,
My sister, who is not a birder, wants to know what bird she saw in her yard last week. I'm not familiar with her area (Layton/Syracuse) and as a beginner, I'm stumped. Anyone else want to try?
She said there were about 30 of them that landed in one of her trees for a couple of minutes and then flew off together. She described them as small, completely gray except for a little blue on the wings and a tuft on the back of the head.
I sent her two photos, one of a Juniper Titmouse and one of a Say's Phoebe, to use as a comparison. Here is her reply:
They were fat like the second one [Say's Phoebe] but the
head like the first one [Juniper Titmouse] and more blue
and white on the wing.
Any ideas?
