Subject: HB 192 Meeting with DNR Director Styler Wednesday 7PM

      The attached bill currently before the Utah Legislature revokes  
the authority to use state lands as a bird refuge. The bill is  
supported by DNR and the Utah Attorney General's office and is  
described as an attempt to gain more favorable agreements and proper  
compensation from the Federal Government on lands included in the  
1929 statutory grant for the Bear River Refuge.

Concerns have been raised by conservation leaders, land owners, duck  
club members and others that outcomes not specified in the bill could  
be detrimental to the Refuge and adjacent wetlands including water  
rights and even water flows into Great Salt Lake. It is difficult to  
read between so few lines.

DNR Director Mike Styler has agreed to meet with all interested  
parties and give details and assurances of the anticipated outcome of  
this legislation. There are scheduled meetings this week in Salt Lake  
City and Brigham City.

         LOCATION   DNR BUILDING AUDITORIUM  1594 W. NORTH TEMPLE.  
SALT LAKE CITY
         TIME 7 PM-- 9PM

       THURSDAY FEB 8
         LOCATION  BEAR RIVER REFUGE VISITOR CENTER
         TIME 7 PM
