Over the years, I always resist cleaning out the gutters on the back side of our home (to my wifes consternation), since it traps water that the waxwings will use.  Snow melt seems to be a particularly good draw on the warm winter days.  The heated bath in the yard is frequently visited by the birds too.  It is important that birds are able to find open water on a regular basis.  Bathing keeps feathers clean, clean feathers are better insulators.  When birds find a reliable source of open water (heated bird bath or bath with a heating element set in it) they will visit regularly, especially when all other water sources are frozen.  Remember not all birds eat seed but all birds use water.
