I would say it is unusual for your location since this is the first time you have seen that many visit in ten years.  

I don't think it is unusual  to see Red-winged Blackbirds in the Salt Lake Valley nor Cache Valley any month of the year.  I have had a similar sized flock hitting my feeder this week.  This flock is all males though.

  I don't know if this is unusual, but quite a large flock (dare I say 4 and 20?) Red-Winged Blackbirds (both males and females) visited my feeders in Sandy today.
  In 10 years of record keeping, I've had one single male visit in Feb. 2004.
