Total of about 2,000 waterfowl.  Long-term average (though weak) is around
23,000 for this week in February.  I've never seen the Refuge completed
frozen over before.  Only a single open water pocket in the closed section
of the Refuge and in the 2 canals visible from Forest st. on the way out to
the Refuge.  Saw a pair of Canada Geese evidently staking out their
territory from the tour loop.
