I would recommend contacting Jeff Richards or Jack Ray at either of the e-mails I copied [jrichards at utahwater.com, Jeff.Richards at PacifiCorp.com, jray at fabianlaw.com].  Jeff heads up the Utah Waterfowl Association (UWA), Jack is the UWA Vice President.  Both are members of the Rudy Duck Club.  However, the waterfowl season is now open and club members wait for this season "all year."  If they do not permit you to go there "birding" to look for the possible Snowy Owl, it is not that they wouldn't do so otherwise, "tis their season."
