[Birdnet] FW: [IBLE] Black-legged Kittiwake / American Falls Dam

Jay Carlisle just called to report a Black-legged Kittiwake at American
Falls Dam.  He said it's a juvenile with a stout black bill and partial neck
collar.  It's with Bonaparte's Gulls about 150 yards below the dam.  He's on
the observation platform on the west side but he says right now it's closer
to the boat ramp.
