I haven't noticed anyone reporting Burrowing Owls on Antelope Island lately, so I'll put my two-cents in. There has been a Burrowing Owl near the Garr Ranch most of this past fall and early winter. I have seen him there my last three visits, including today. He likes to sit on the embankment about 75 yards west of the roadway about 250 yards south of the Mountain View Trailhead. There was a nesting pair in the same spot all spring and most of the summer.

Field guides show the owls migrating out of here come winter. However, last year I know of three that stayed all winter long. Pretty cool(literally). It seems we have our own little residents that stay all year. Here's a few images I took last winter.
